This book, which fills a major gap in studies of the history of Guernsey, traces the development of the States of Deliberation - the island's parliament - from 1700 to the introduction of the present constitution of the assembly in 1949. The author shows how the States, which had only a few functions in the eighteenth century, acquired the responsibilities of a modern government. The establishment of committees to run services such as harbours, roads, police, education and housing is described. Separate sections trace the political struggles over the question of States reform and examine the island's constitutional relationship with the United Kingdom.

Richard Hocart was born and educated in Guernsey. He read Hiistory at University College, London and works for the States of Guernsey in the island civil service.
